Job Family – Finance & Accounting

JOB SUMMARY: Under general supervision, responsible for the procurement of materials, services, and supplies. Secures supplier quotes and verifies pricing against contracts before placing orders. Expedites the orders by suppliers to meet needs of the District. Responsible for total purchases from $10M-$40M.

MAJOR DUTIES & RESPONSIBILITIES

  1. Reviews requisitions, verifies accuracy of total requirements including material group numbers, budget codes, etc. on the requisition. Issues purchase orders for the procurement of goods and services for bid items and non-bid items not to exceed a level of $50,000 without a formal solicitation in place. Responsible for purchases from $10M – $40M. Initiates changes to purchase orders and secures proper approval for changes to open purchase orders.
  2. Prints and disseminates purchase orders within department guidelines. Takes an active role in the workflow of the procurement team. Researches and identifies alternative suppliers to meet the district’s needs when necessary. Assists in oversight of vendor files to ensure appropriate documentation and compliance. Negotiates orders, oversees, schedules, and expedites deliveries on critical purchases.
  3. Assists schools and departments in the requisitioning of goods and services. Works closely with operations, IT, and management to assist in loading hosted catalogs and activating punch out supplier sites as appropriate while in compliance with supplier contracts. Assists in conducting periodic audits of supplier pricing. Assists in managing supplier performance. Assists in resolving accounts payable issues.
  4. Oversees the resolution of problems encountered in the purchasing functions with suppliers, schools, and departments. Establishes and maintains good working relationships with suppliers. Responds to routine inquires relating to on-line procurement process. Works closely with suppliers for uploading data to any applicable system for use by schools and departments.
  5. Confirms the number and type of Minority/Women Business Enterprises (M/WBE) businesses on the district’s vendor list. Assists in the process of ensuring adequate representation of M/WBE businesses on bids, proposals, and quotes. Assists in the preparation of reports showing the M/WBE participation. Assists in managing existing suppliers through the life of their contract with the district.
  6. Performs other job-related duties as assigned.
EDUCATION: Bachelor’s Degree

WORK EXPERIENCE: 3 to 5 years Procurement experience

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: SAP, Microsoft Office, Office equipment (e.g., computer, copier)

LEADERSHIP RESPONSIBILITIES: No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY: No budget development activity is required.

PROBLEM SOLVING: Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS: Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS: Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

CUSTOMER RELATIONSHIPS: Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less up to 15 to 44 pounds.
