JOB SUMMARY: Provides leadership, direction, and coordination of strategic communications and marketing for HISD, including the planning, organization, creation and implementation of communications, public relations, special projects and marketing plans.

MAJOR DUTIES & RESPONSIBILITIES:

1. Directs the development, creation and implementation of marketing campaigns to promote the school district.

2. Develops and implements communication and public affairs strategies to promote the district’s mission, vision and activities; including building support for public education, improving student learning, and strengthening internal communications to increase information.

3. Directs department activities for HISD, including marketing and community relations; evaluates and analyzes issues, and recommends solutions; provides leadership, direction and guidance in communications strategies and priorities.

4. Identifies, develops, and evaluates marketing strategy, based on knowledge of establishment objectives, market characteristics, and cost and markup factors

5. Directs the production of and/or writes and edits copy for a variety of communication vehicles, including internal and external publications, speeches, advertising, correspondence, and audiovisual media.

6. Assists and counsels departments and schools on their communication, public relations and marketing initiatives and ensures that they build positive relationships between the District and the community and reflect language/cultural differences. Provides training as required.

7. Provides counsel to the Superintendent and Cabinet on strategic marketing initiatives.

8. Manages assigned staff, develops priorities, and assigns projects; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and conducts performance evaluations.

9. Serves as liaison to selected professional and civic organizations.

10. Performs other job-related duties as assigned.

EDUCATION: Bachelor’s Degree in Journalism, Marketing, Mass Communications, Public Relations, or related field

WORK EXPERIENCE: 7+ years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Excellent marketing, copy writing, and editorial writing skills, Directing and coordinating Communications Department operations. Ability to coordinate many communications formats to provide a cohesive message, Ability to lead writers and designers to provide creative direction in editorial and visual concepts, Effective verbal and written communication. Microsoft Office products

LEADERSHIP RESPONSIBILITIES: Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff. Allocates resources according to priorities and serves as the primary decision maker regarding hiring, performance and budget recommendations. Managing staff, delegating tasks and authority, and coaching to improve staff performance. Using initiative and independent judgment within established procedural guidelines. Preparing, reviewing and presenting management reports. Preparing public statements and reports. Preparing advertising and creative media information for diverse audiences. Using effective methods to communicate with culturally and linguistically diverse groups. Assessing and prioritizing multiple tasks, projects and demands. Establishing and maintaining cooperative working relationships with co-workers, community groups, outside agencies, media representatives, and the general public.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Compiles and organizes data and figures.

PROBLEM SOLVING: Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS: Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.
