JOB SUMMARY:

Manages the design, development, implementation and evaluation of all instructional, behavioral, and compliance response teams. Develops and conducts teacher and Program Specialist needs assessments for instruction, behavior and compliance. Serves as Special Education Senior Manager designee in district and department meetings. Establishes process for campus and area data review through collaboration with the Special Education Data Analyst.
This position reports to the Senior Manager, Special Education.

MAJOR DUTIES & RESPONSIBILITIES:

1. Supervises Special Education Program Specialists.
2. Manages the day-to-day work of the Special Education campus response teams for instruction, compliance and behavior.
3. Develops and conducts teacher and field Program Specialists needs assessments and develops professional development plans based on the needs assessments.
4. Collaborates with the Special Education Data Analyst.
5. Serves as a resource for finalizing staff development training and coordinating specialized instructional supports for campuses.
6. Networks with cross functional teams to develop conduct data reviews to inform the work of the Program Specialists.
7. Plans and supervises purposeful assignments for Department Chairs and Program Specialists.
8. Serves as the OSES representative and Sr. Manager designee in Community of Practice visits.
9. Performs other job-related duties as assigned.

EDUCATION:

Master’s Degree

WORK EXPERIENCE:

5 to 7 years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION:

SAP, HTML, Microsoft Office, Chancery
Texas Teacher Certification, Special Education Certification
General knowledge of curriculum and instruction, including Texas Essential Knowledge and Skills (TEKS) and the Texas assessment program
Knowledge of federal, state rules and regulations and local policy and procedures regarding Special Education
Ability to travel to schools across the district

LEADERSHIP RESPONSIBILITIES:

Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT:

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing periodic coaching, advice and feedback.

Specifies requirements for a plan and or budget.

PROBLEM SOLVING:

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

Decisions have moderate impact on the department or facility, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verificaion or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equiptment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS:

Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS:

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS:

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less than 30 pounds.
