JOB SUMMARY: Develops, manages, and maintains systems to ensure data and record keeping integrity to comply with federal, state, local laws, and board policy. Conducts internal audits and develops systems of checks and balances for all Alternative Certification Program (ACP) educator certification areas. Uses advanced knowledge of data reporting to supervise a group of nonexempt employees. Assigns, monitors, and reviews progress and accuracy of data quality work, directing efforts and providing technical guidance on more complex issues.


List most important duties first
  1. Manages all personnel involved with managing and maintaining ACP candidate folders and reportable database information.
  2. Maintains and monitors all data pertaining to Texas Administrative Code (TAC) and Highly Qualified (HQ) compliance for ACP candidates.
  3. Conducts internal audits and prepares reports in preparation for corrective action and/or federal or state audits.
  4. Manages the maintenance of ACP candidate folders in the Records Library while adhering to the state’s retention schedule.
  5. Partners with technology and other departments to develop and maintain effective databases of information needed for compliance reporting and progress monitoring.
  6. Acquires and maintains current knowledge of SBEC Texas Administrative Code regarding educator preparation program certification requirements and local school district program requirements.
  7. Performs other job-related duties as assigned.
EDUCATION: Bachelor's Degree

WORK EXPERIENCE: 3 to 5 years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: PeopleSoft, Microsoft Office, Chancery, PEIMS Ability to audit information databases and prepare reports Engaged in or ability to engage in SBEC and TAC update/professional learning sessions hosted by TEA and the Texas Association of Alternative Certification (TACA)

LEADERSHIP RESPONSIBILITIES: Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY: Participates in a group plan and/or budget development.

PROBLEM SOLVING: Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Collaborate and solve problems – works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS: Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. See and read computer screens, detect color coding, focus on multiple data sheets and pages. Able to detect specific noises and words. Ability to carry and/or lift less than 45 pounds.
