JOB SUMMARY: Under general supervision, recruits and identifies eligible school-based and community-based students who reside within the district boundaries and meet the federally defined criteria for inclusion in the Migrant Education Program (MEP). Maintains organized files of active Certificates of Eligibility for documentation and all auditable files pertaining to recruitment. Assists migrant families in accessing educational, health and social services.

  1. Identifies and recruits eligible migrant children on a year-round basis using a variety of efforts to locate prospective migrant families both in the school and in the community.
  2. Analyzes information gathered from potential migrant families to determine eligibility for MEP based on TEA guidelines. Accurately and completely records information on Certificate of Eligibility.
  3. Identifies all community resources and coordinates with schools, social agencies and MEP staff to meet educational and support service needs of migrant students and their families.
  4. Organizes delivery of services including school supplies and clothing vouchers and reviews and submits voucher invoice for payment.
  5. Implements all required recruiter activities according to TEA and New Generation System (NGS) guidelines.
  6. Confers with school personnel to keep student data accurate and corrects any discrepancies.
  7. Performs other job-related duties as assigned.
EDUCATION: High School Diploma or GED

WORK EXPERIENCE: 3 to 5 years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Microsoft Office Office equipment (e.g., computer, copier)

LEADERSHIP RESPONSIBILITIES: No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work and tasks are often straightforward, routine, structured and guided by established policies and procedures. Little, if any, independent judgment is required, outside of making basic choices in the selection and application of established methods. The job receives frequent, ongoing supervision.

BUDGET AUTHORITY: No budget development activity is required.

PROBLEM SOLVING: Decisions are made on routine matters affecting few individuals and usually within the confines of the job's own department. Specific job activities and results are typically reviewed closely. There are limited requirements for developing new ideas or changes in methods, procedures or services.

IMPACT OF DECISIONS: Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS: Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

CUSTOMER RELATIONSHIPS: Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.

WORKING/ENVIRONMENTAL CONDITIONS: Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift 45 pounds or more.
