JOB SUMMARY: The team’s primary products include: An Enterprise Data Warehouse; business intelligence dashboards and reports used by thousands of teachers, principals and administrators; a ‘Power User’ Reporting Environment; and dozens of integrations to/from internal and external systems.
Responsible for the overall design of the enterprise information architecture, across multiple data types (structured, semistructured and unstructured), balancing the need for access against security and performance requirements. This individual focuses primarily on enterprise information requirements: design, access, usage and stewardship. The position also requires an understanding of emerging regulatory issues surrounding information assets (such as consumer privacy laws, data retention policies, outsourced data and specific industry guidelines). Also included are the developments or use of process models, creation or use of information or target data models, interface designs, and development of internal and external checks and controls to ensure proper governance, security and quality of information assets.

Translates strategic requirements into a usable enterprise information architecture, which may include an enterprise data model, associated metamodel, common business vocabulary, ontologies and taxonomies, which will then be used to guide enterprise solution development and achieve consistency of information assets across the application portfolio. Develops a metadata management and repository strategy to manage all enterprise information architecture project artifacts. When necessary, oversees mapping of enterprise information architecture models to package application models, to determine impact or assess suitability of vendor solutions to enterprise information architecture requirements. Facilitates the mapping and auditability of information assets as they flow from upstream legacy, package, or custom development and interfaces to downstream analytical applications, thus ensuring optimal transparency, quality, consistency and controlled redundancy across the enterprise. Facilitates the definition of integrative and canonical views of data or information across multiple content types (structured, semistructured, XML or unstructured) to support convergence of information asset migration planning or impact analysis. Participates in the definition of technical standards and guidelines that pertain to data and information use, security, access and governance (including defining accountabilities in support of data quality mandates).

Use of this job family outside of centralized IT requires approval from the Chief Technology Information Officer.

MAJOR DUTIES & RESPONSIBILITIES:

1. Partners with data architects, business analysts and business power users to fully understand business requirements. Collaborates with client groups to assess data requirements and business needs. Understands, proposes, educates and helps implement new business and information management processes through business operations, information architecture, business intelligence and other programs such as data stewardship.

2. Collaborates with the Enterprise Data Warehouse team to design and develop efficient and scalable IBM Cognos Framework Models.

3. Creates metadata models and packages using Cognos Framework Manager.

4. Implements security at package, object and data level using Framework Manager.

5. Creates database, business, and presentation layers defining appropriate relationships between query subjects in Framework Manager.

6. Documents technical design specifications.

7. Unit test packages and work with BSA and QA analysts for successful QA and UAT testing.

8. Creates release documentation and deploy new and modified packages.

9. Performs data analysis, discovery, profiling and identify root causes of data issues then work with broader team to resolve.

10. Provides maintenance and support as necessary

EDUCATION: Bachelor's Degree or equivalent, relevant work experience of 4 years in addition to the minimum experience requirement of 12+ years; Master’s Degree preferred

WORK EXPERIENCE: 12+ years IT experience, 10+ years relevant to this position with hands-on design, development and implementation experience using business intelligence tools.

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Strong understanding and ability to work with the Cognos Business Intelligence technical stack, including Framework Manager modeling, Strong metadata modeling skills utilizing Framework Manager, Strong knowledge of BI tools, standards and practices, Prefer some experience in Cognos 11 report development and analytics
Experience in report & SQL performance tuning. Basic knowledge of OLAP (CUBE Modeling) and DMR (Dimensionally Modeled Relational Data), Strong data modeling and data analysis skills/experience and proven proficiency in SQL, Well-versed in process and data modeling theory and practice with experience developing highly normalized transactional models as well as dimensional data models for data warehouses, Familiarity with commercially available ETL toolsets such as Informatica, Ability to think strategically and translate plans into phased actions in a fast paced, high pressure environment, Completion of all levels of certification preferred

LEADERSHIP/SUPERVISORY RESPONSIBILITIES: No supervisory or direct people management responsibilities. Senior level positions are expected to provide work guidance, technical advice, training, and mentoring to other employees. These positions are expected to share information with less senior positions as they help them develop their skills.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Compiles and organizes data and figures.

PROBLEM SOLVING: Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS: Decisions have significant impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Negotiate and influence – interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.

CUSTOMER RELATIONSHIPS: Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Repetitive motion: Substantial movements of the wrists, hands, fingers, and/or upper body for sustained periods of time, including using extremities to drag, push, pull or grasp. Sitting: Particularly for sustained periods of time. Work is normally set to specified shifts. This position is expected to be goal and customer service focused. During times of emergencies, outages and project planned work; employees are expected to be on call and available until the event is addressed. During system conversions, extra effort may be required in order to ensure the roll out of the system is successful.
