JOB SUMMARY: Responsible for the overall design of the enterprise information architecture, across multiple data types (structured, semi structured and unstructured), balancing the need for access against security and performance requirements. This individual focuses primarily on enterprise information requirements: design, access, usage and stewardship. The position also requires an understanding of emerging regulatory issues surrounding information assets (such as consumer privacy laws, data retention policies, outsourced data and specific industry guidelines). Also included are the developments or use of process models, creation or use of information or target data models, interface designs, and development of internal and external checks and controls to ensure proper governance, security and quality of information assets.

Translate strategic requirements into a usable enterprise information architecture, which may include an enterprise data model, associated met model, common business vocabulary, ontologies and taxonomies, which will then be used to guide enterprise solution development and achieve consistency of information assets across the application portfolio. Develop a metadata management and repository strategy to manage all enterprise information architecture project artifacts. When necessary, oversee mapping of enterprise information architecture models to package application models, to determine impact or assess suitability of vendor solutions to enterprise information architecture requirements. Facilitate the mapping and auditability of information assets as they flow from upstream legacy, package, or custom development and interfaces to downstream analytical applications, thus ensuring optimal transparency, quality, consistency and controlled redundancy across the enterprise. Facilitate the definition of integrative and canonical views of data or information across multiple content types (structured, semi structured, XML or unstructured) to support convergence of information asset migration planning or impact analysis. Participate in the definition of technical standards and guidelines that pertain to data and information use, security, access and governance (including defining accountabilities in support of data quality mandates). Ensure existing data/information assets are identified, stewarded and leveraged across the enterprise. Ensure the enterprise information architecture maps to the enterprise architecture.

Ensure a focus on information/data quality by developing and publishing enterprise data standards such as a common business vocabulary, naming conventions, data standards, transformation rules and related enterprise consistency specifications. Analyze information to evaluate the effectiveness of controls, determine the accuracy of reports, and monitor the efficiency and security of operations. Coordinate new development activities and ensure they are consistent and well integrated with the established enterprise information architecture, using metadata management and/or a repository to promote reuse and standards adoption. Facilitate consistent business analysis, information acquisition analysis and design, data access analysis and design, archiving and recovery strategies, security, and change management at the enterprise level. Review corporate data sources for new business information and better sources of data feeds. Monitor regulatory guidelines (such as consumer privacy issues) to determine impact on enterprise information architecture. Monitor compliance and related guidance (such as data retention and audit requirements) to determine impact on enterprise information architecture. Monitor emerging industry standards (such as XML, RDF, OWL and XBRL) to determine impact on enterprise information architecture. This position specializes in understanding the data and information requirements of the business. Through various processes of facilitation, requirements gathering, business analytics, and modeling, this position will understand the data and information requirements. Data usually flows through a value added processes as it starts off as data, becomes information, and then moves into knowledge. Data is usually created, updated, deleted, by the business transaction processes. Once it is at rest from a specific transaction workflow, it can be extracted, transformed and reshaped into information repositories that will support analytics related to the relationships, trends, and other perspectives that are in the data. This position needs to understand these concepts in addition and separately from classical business systems analysis.
This position works from strategic and conceptual level down through logical data definition. As data is physically created, this position will work with applications developers and DBAs. Use of this job family outside of centralized IT requires approval from the Chief Financial Officer; the Technology Information Officer and the Deputy Superintendent Human Talent.

MAJOR DUTIES & RESPONSIBILITIES

  1. Collaborates with client groups to assess data requirements and business needs. Understands, proposes, educates and helps implement new business and information management processes through business operations, information architecture, business intelligence and other programs such as data stewardship.
  2. Documents business requirements in standard formats and obtains business user approval. Using information engineering techniques, develops solutions and management processes to achieve overall objectives by means of implementing systems or enterprise-wide solutions, using the HISD’s or a third-party’s hardware/software products. Leads the system selection processes. As data is physically created, this position will work with applications developers and database administrators.
  3. Using an advanced understanding of business requirements; conducts business analysis; analyzes the competitive situation and recommends business process changes. Works with client and technical professionals to integrate systems and business processes.
  4. Plans and executes unit, integration and acceptance testing; and creates specifications for systems to meet business requirements. Designs details of automated systems.
  5. Leads local system rollouts and supports data conversions. Works with users to develop processes, procedures, and training; conducts significant systems testing.
  6. Performs other job-related duties as assigned.
EDUCATION: Bachelor’s Degree; prefer Master’s Degree

WORK EXPERIENCE: 12+ years generally this person is coming from a career in applications and business system analysis. Has had success as a project manager.

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Having wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways. Has completed all levels of certification. Works to develop industry-level knowledge on new enhancements and developments coming in the next 1-5 years. Is actively working on a certification level in a related field. Highly advanced analytical skills and business acumen. Advanced understanding of business process engineering, information engineering, business intelligence, data mining and information repositories. Proficient in object modeling, use case analysis, data modeling, multi-dimensional modeling and use of UML notation. Proficient in use of enterprise level use case and information engineering modeling tools. Applies facilitation skills to include the application of facilitation tools and techniques. Is fully versed in applications and database development. Expert business system analysis skills. Understands team dynamics; has the ability to apply collaborative problem solving techniques.

LEADERSHIP/SUPERVISORY RESPONSIBILITIES: No supervisory or direct people management responsibilities. Senior level positions are expected to provide work guidance, technical advice, training, and mentoring to other employees. These positions are expected to share information with less senior positions as they help them develop their skills.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Compiles and organizes data and figures.

PROBLEM SOLVING: Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS: Decisions have significant impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Negotiate and influence – interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.

CUSTOMER RELATIONSHIPS: Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS: Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Repetitive motion: Substantial movements of the wrists, hands, fingers, and/or upper body for sustained periods of time, including using extremities to drag, push, pull or grasp. Sitting: Particularly for sustained periods of time. Work is normally set to specified shifts. This position is expected to be goal and customer service focused. During times of emergencies, outages and project planned work; employees are expected to be on call and available until the event is addressed. During system conversions, extra effort may be required in order to ensure the roll out of the system is successful.
