JOB SUMMARY: Oversees the maintenance and repair of the entire HISD fleet including school buses, support vehicles, and equipment which are repaired, maintained, and made service-ready on a daily basis at five separate maintenance shops. Determines short-term and long-term vehicle needs for the district. Develops specifications for purchasing new support vehicles and school buses, develops strategic plans to meet fleet requirements, and identifies significant improvement opportunities to enhance the efficiency, effectiveness, and safety of the HISD fleet. Develops short- term and long-term fleet repair needs and develops long-term strategic plans to meet the needs of the fleet users. Develops, tracks, and manages long-term budget goals, and reviews cost accounting reports to determine the effectiveness of the Fleet Maintenance Operations Division. Tracks vehicle unit utilization and develops fleet asset management efficiencies. Administers the HISD Transportation warranty program, fleet management, assignment tracking, vendor outsourcing, and centralized services (upholstery, radio and body repair, and bus washing).

MAJOR DUTIES & RESPONSIBILITIES

  1. Develops long-term budget goals and strategies to manage effective maintenance, repair, cost tracking, specifications, purchasing, and retirement of vehicle fleet. Develops short-term and long-term strategic plans to meet fleet requirements, and identifies significant improvement opportunities to enhance the effectiveness and safety of the HISD fleet.
  2. Manages school bus and HISD support vehicle maintenance and support staff to ensure that fleet readiness is maintained in a cost-effective manner. Oversees the effective and efficient deployment of the HISD school bus and HISD support vehicle fleet at multiple locations.
  3. Confers with assistant superintendent of Transportation in the development of strategic plans. Prepares operating and financial reports for the board, the chief of staff, Business Services, and the assistant superintendent of Transportation. Researches and develops opportunities for significant external funding sources to include federal grants, Environmental Protection Agency, and local funds.
  4. Oversees the development and implementation of Standard Practice Memorandums, manuals, and publications which properly document relevant policies, procedures, and processes related to effective and efficient fleet operations.
  5. Researches and develops new opportunities in SAP for cost and fleet utilization tracking. Implements new strategies and track effects.
  6. Performs other job-related duties as assigned.
EDUCATION: Bachelor's Degree

WORK EXPERIENCE: 5 to 7 years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: PeopleSoft, SAP, Microsoft Office Office equipment (e.g., computer, copier), Vehicles (e.g., automobile, truck, tractor, forklift)

LEADERSHIP RESPONSIBILITIES: Senior Management. Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in the completion of large-scale projects or a very closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff. Allocates resources according to priorities and serves as the primary decision maker regarding hiring, performance and budget recommendations.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Participates in a group plan and/or budget development.

PROBLEM SOLVING: Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS: Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS: Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift up to 15 to 44 pounds.
