JOB SUMMARY: Administers the effective operations, staff, and resources of the Risk Management Department including the sub-entities of Insurance, Safety and Loss Control, Environmental Services, and Fleet Risk Services.

  1. Directs the coordination of professional/department services/resources with administration.
  2. Manages processes for the potential hazard or loss/risk exposures to district operations while maximizing cost/risk reduction opportunities. Coordinates services and department resources for correction and resolution through comprehensive auto/liability insurance coverage’s, deductibles, risk retention, risk transfer, risk control, and environmental and/or safety and loss control programs to reduce claims and costs associated with accidents, losses and damage to district properties.
  3. Manages processes for developing and securing insurance and self-insurance financing. Evaluates contracts and issues RFPs for the recommendation and selection of brokers and insurance carriers, purchases of property, casualty, and/or bond policies/coverage’s in a cost-effective manner favorable to district operations.
  4. Manages the process of claims filed for major property damage. Oversees third party administrator services that detail property damage losses with coordination and documentation of internal funds utilized through the Self-Insurance Recovery Fund.
  5. Ensures the district is properly funded for property damages. Coordinates adjudication of liability claims with legal services regarding general liability and professional liability claims/lawsuits. Manages the self-insured automobile liability claims process through external, third party administrator services.
  6. Performs other job-related duties as assigned.
EDUCATION: Bachelor's Degree

LEADERSHIP RESPONSIBILITIES: Senior Management. Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in the completion of large-scale projects or a very closely related set of projects/initiatives often spanning multiple disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff. Allocates resources according to priorities and serves as the primary decision maker regarding hiring, performance and budget recommendations.

WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: Participates in a group plan and/or budget development.

PROBLEM SOLVING: Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.

CUSTOMER RELATIONSHIPS: Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS: Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift less than 15 pounds.
