JOB SUMMARY:

Provides health services and manages health records for students with disabilities in various instructional settings including contract, deaf, and vision campuses in order to minimize absence due to medical conditions and to enhance the student's educational opportunities. Work involves responsibility for supervising the provision of quality nursing care given in the district. Responsible for coordinating nursing and training programs and for recognizing and assisting in solving professional, administrative, and supervisory problems.

MAJOR DUTIES & RESPONSIBILITIES:

1. Provides oversight for staffing and scheduling considering scope of practice, competencies, student health care needs and complexity of care. Oversees and appraises itinerant and supplemental nurses in delivery of health care to students with complex health care needs. Participates in the hiring and assigning of nurses to implement care.
2. Assesses the need for supplemental nursing services through home visits, student observations and review of medical documention. Secures resources to support safe and effective delivery of care including contracted nursing services and materials and supplies. Collaborates with parents, medical providers, school nurses and other campus staff in interpreting medical documentation at ARD/IEP, Pre ARD/IEP and other related meetings as necessary.
3. Develops scope of work and implements services with contracted providers. Collaborates with contracted agencies to assure appropriate assignment of contract staff. Reviews and approves time sheets and invoices for contracted nursing services prior to submission to accounts payable.
4. Understands and complies with School Nurse Scope and Standards of Practice.
5. Facilitates orientation and professional growth oportunities appropriate for nurses serving students with special health care needs and complex medical conditions. Faciliates appropriate training for unlicensed campus based staff as needed to support delivery of care.
6. Reviews, collects, and electronically documents immunization information for contract placement facilities as needed. Facilitates state mandated screenings for HISD students in contract facilities.
7. Performs other job-related duties as assigned.

EDUCATION:

Bachelor's Degree, Master’s preferred

LEADERSHIP RESPONSIBILITIES:

Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT:

Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY:

Participates in a group plan and/or budget development.

PROBLEM SOLVING:

Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS:

Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift less than 15 pounds.
